Qualifications:
GS-11 or ZA-III:
You qualify for the ZA-III grade level if you possess one year of specialized experience, equivalent to the GS-09/ZA-II grade level in the Federal government, performing the following duties:
consulting stakeholders by presenting written or verbal findings and recommendations; performing analyses to identify best practices, problems, or issues within an organization; making recommendations for changes and improvements based of analyses performed; and drafting, reviewing, editing and analyzing correspondence, proposals, standard operating procedures, and training materials OR possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.; OR a combination of the required experience and education for this grade level. (Must submit transcripts.) All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. NOTE:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
