As a Supervisory Management and Program Analyst, you will perform the following duties:
Serve as Deputy Director for the Earth Systems Research Laboratories (ESRL) responsible for directing and facilitating the operations and administrative functions of the ESRL. Develop, implement, and maintain operational strategic plans, including formulating/implementing organizational goals and objectives. Research new or improved business and management practices for application to operations. Participate in shaping administrative policies and practices, and evaluating programs and designing organizational structures. Act as a liaison with on-site Bureau level and other federal agencies. Manage an office with bureau-wide responsibility through subordinate supervisors reporting. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level:

Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
Providing program oversight or direction of administrative functions and resource operations for such areas as:
budget, financial management, personnel, acquisition, procurement, security, and property and space management; Developing new or modified work methods, organizational structures, and management processes; Researching new or improved business and management practices, and policies for application to operating administrative programs; and Preparing comprehensive reports to keep management and/or executive leadership advised of program plans and progress and to communicate findings and recommendations.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
